The article proposes a theorical framework on how to undestand Community Networks, understanding that it is relevant to understand it as a hybrid of binary concepts than as the combination of different concepts such as social or technical, community or network, heterachical(or bottom-up) or hiearchical (top-down).
The article makes an interesting digression regarding the distribution of nodes within a network, stating that they are organized in a power-law (rather then in a normal distribution) and I wonder if one the aims of the telecentre is not to make a significant shift is this distribution.
The question is not anymore how technology helps to achieve what the community think it is good (being it health, education etc), but it is how technology chages what is good for the community.
