The article talks about an ongoing project which seeks to build an evaluation fraework of telecentre initiatives. It offers a quick review of what was considered relevant in terms of evaluation in 1999, when the first IDRC meeting was held. The current project have teams in 25 countries.
Current shortcomings of research on the topic:
- Focus on positive results
- Focus on anecdotes and success stories
- Focus on intentions, weak causality
The propose the use of Outcome Mapping as a way to evaluate the impacts of ICT projects.

The article contextualizes the telecenter movement and creating the euphoria resulted from the need to ensure access to ICTs which had its highest point around the year 2000, when most telecenter movements started. Still, the author states that telecenters still lack a theoretical approach, and then propose the use of stakeholder theory to better understand their mechanisms.

This article tries to apply diffusion of innovation theory on the adoption of telecentres. It brings some overview about the theory and give some interesting insights of how and why a community would start using a telecentre. It starts reasoning that because telecenters are usually implemented in an atmosphere of optmism and urgency, there is not much time for theory, and also that telecenter is an atheorical object of study. Still, it gives a good definition of terms, including telecenters.

The paper draws on a case study research carried with telecentre users in Mexico through inteviews with users, operators and a focus group. To classify the information, they use and interesting framewokr (digital literacy framework) developed by Esthet-Alkalai in 2004 which is also part of this literature reviews. Main findings are related to the lack of awareness of the users regarding their needs, for example, how they evaluate the quality of content and their difficulties to find relevant information when needed.
